Speed cameras which pay

Kevin Richardson of San Francisco won Volkswagen's "The Fun Theory" competition with the following idea, put into practice in Stockholm...

The American's idea makes us smile: Not so much because his idea's premise -- law-abiding citizens sharing in victimless-crime law-breakers' fine money -- but the very notion that government jurisdictions would share "their" money at all.

Maybe there's a new constituency for this -- a new recipient group deserving of transfer payments.  Democracies need speed-limit abider advocacy groups lobbying their legislative bodies for their "fair" share of monies extracted from the automotive criminal class.
